Portsmouth is the most densely populated city in the country outside London and it sits on an island, which is the whole story: there is no spare land, the terraces have no drives, and permit zones cover most of Southsea and the areas near the dockyard.

The naval base, the university, the hospital at Cosham and the continental ferry port all draw traffic onto the same few roads on and off the island, and the ferry passengers want somewhere to leave a car for a week.
